A New York City man who fought a parking ticket he got while dressed as Santa Claus and giving out toys says the city's response is more ho-hum than ho-ho.

Chip Cafiero says he learned Friday he'd lost his attempt to contest the $115 ticket he got in Brooklyn on Nov. 28. The city Department of Finance, which handles such matters, didn't immediately return a phone call Sunday seeking comment.

The 60-year-old retired schoolteacher had a sport utility vehicle double-parked near him while he handed out holiday bounty from a horse-drawn carriage. The SUV was ticketed.

... There was no need for an attorney, said Phillip's mother, Amy Swartley, who thought at most, the judge would slap her son with a fine or community service.

But she was shocked to find her eighth-grader handcuffed and shackled in the courtroom and sentenced to a youth detention center. Then, he was shipped to a boarding school for troubled teens for nine months.

"Yes, my son made a mistake, but I didn't think he was going to be taken away from me," said Swartley, a 41-year-old single mother raising two boys in Wilkes-Barre, Pennsylvania.

CNN does not usually identify minors accused of crimes. But Swartley and others agreed to be named to bring public attention to the issue.

As scandals from Wall Street to Washington roil the public trust, the justice system in Luzerne County, in the heart of Pennsylvania's struggling coal country, has also fallen prey to corruption. The county has been rocked by a kickback scandal involving two elected judges who essentially jailed kids for cash. Many of the children had appeared before judges without a lawyer...

Jim Webb, 72, was in the Belgian coastal town of Ostend in April 1969 with a friend when he met Gary Fenton who asked for a loan to pay for a ferry journey back to Britain.

Mr Fenton promised to repay Mr Webb and noted down his address when the trio landed in England.

Last Sunday Mr Webb returned to his home in Sheffield to find a hand-delivered package with $439 - $11 for each year the loan had not been paid - and a note that read: "To Jim Webb, a good man. From Gary Fenton, a tardy payer of debts."

"I was quite emotional when I read it," Mr Webb told the BBC. "In this day and age promises are made and promises are broken and you lose your faith in human nature.

He's a huge, strangely dressed man who sneaks into people's homes at night, then yells, "Ho! Ho! Ho!" at the top of his lungs. Who wouldn't be afraid of Santa Claus?

"A 2-year-old knows what a regular person looks like, and Santa ain't it," author Nancy Watkins says.

Authors Denise Joyce and Nancy Watkins know at least 250 toddlers who are. The two recently published a book called "Scared of Santa: Scenes of Terror in Toyland" that shows photos of children on St. Nick's lap -- most of whom are desperate to leave.

The project started at the Chicago Tribune, where both Joyce and Watkins work. They asked readers to send in their photos and got an overwhelming response that's still going strong. Last week, the Tribune's "Scared of Santa" Web site had 2 million hits.

He said the couple had searched the Internet to find a quick way to make money: "It was financially attractive to us. Of course we wouldn’t do it for nothing."

Since Belgium has no law banning the sale of children, Ringoir was charged with "degrading treatment" of the twins. She was also charged with fraud after a Dutch couple alleged she had conned them by falsely offering to be a surrogate mother.
